Overview

The City of Philadelphia is committed to equitable access for people with disabilities. To this end, we’re constantly working to improve the accessibility of our primary website, phila.gov.

Accessibility is at the core of trustworthy, effective, and equitable digital experiences. It’s also a shared responsibility among all City employees and contractors to ensure that every Philadelphian can access the information and services they need.

This toolkit provides technical resources to help you meet the City’s accessibility standards. These tools are most helpful for digital designers and developers. However, anyone can use these resources to understand digital accessibility challenges and improve their web content.

Our standard: the City’s digital accessibility policy

The City of Philadelphia is committed to making its websites and digital services accessible to all Philadelphians. Read the phila.gov digital accessibility policy.

All of City of Philadelphia web content and digital products must conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. Meeting this standard means that our digital services are designed to be accessible regardless of the user’s abilities or disabilities.

Our web content must be:

  • Perceivable: All users can identify content and interface elements.
  • Operable: All users can navigate and interact with all controls and features.
  • Understandable: All users can process information because it is clear, predictable, and avoids confusion.
  • Robust: All users can reliably interpret content using a variety of assistive technologies.
